Senator Boris L. Miles Submits 5 Environmental Bills for SWC at 88th Texas Legislature

Senator Boris L. Miles and Staff have been the MOST helpful and supportive elected officials in the SWC fight against CenterPoint's Propane facility

February 24th, 2022, our SWC community initiative volunteers meet with Senator Boris Miles to inform him of our tragic situation of the propane tanks and seek help for our community.


He listened to our concerns and committed to helping us by drafting bills to be submitted to the 88th Texas Legislature and to fight to get those bills passed.



Those bills have now been submitted! Pray that these bills pass and are written into Texas law!



These are the bills submitted to the 88th Legislature on behalf of Southwest Crossing and Houston communities in regard to the LPG Tanks:

  • SB 1529 – Requires that an applicant for a proposed new or modification permit for a peak shaving facility give notice to people within 500 feet of the facility. The notice needs to be certified mail or some other proof of delivery. Applicant needs to save that proof of receipt.

  • SB 1530 – Requires peak shaving facilities to submit a blast radius report to the county and municipal fire marshal. Those fire marshals must make the report publicly available.

  • SB 1531 – Gives people that received notice of a proposed new or modification permit for a peak shaving facility 30 days from the day they received notice to protest the permit application. Requires the Railroad Commission to inform a protestor of any problems with their protest and gives them 15 days to fix it.

  • SB 1922 – Requires that an applicant for a proposed new or modification permit for a peak shaving facility give notice to people within 1 mile of the facility.

  • SB 788 – Relating to the creation of the Office of Environmental Justice within the Texas Commission on Environmental Quality.
